New Affordable Homes Planned for Maes Emlyn in Rhyl After Denbighshire Council Secures Housing Partner

A key development site in Rhyl is set to be transformed after Denbighshire County Council confirmed it has secured a development partner to deliver brand-new affordable homes.

The land at Maes Emlyn — formerly home to Council-owned older persons’ flats — has been sold to Wales & West Housing, paving the way for the construction of modern, energy-efficient homes available for social rent.

The Maes Emlyn site previously provided accommodation for older residents in Rhyl. However, over time it became increasingly difficult and costly to maintain the ageing flats to an acceptable standard. As a result, the decision was made to relocate residents to more suitable housing elsewhere in the local area.

With the previous buildings no longer viable, the site has remained unused — something the Council has been keen to address. The new agreement marks a significant step forward in bringing the land back into productive use for the benefit of the community.

The proposed development will focus on delivering high-quality, energy-efficient homes designed to meet modern standards. Affordable housing remains in high demand across Denbighshire and the wider North Wales region, with local authorities under continued pressure to increase supply for residents who need secure, long-term accommodation at manageable rents.

By partnering with Wales & West Housing, Denbighshire County Council aims to ensure that the redevelopment aligns with local housing priorities while also contributing to environmental goals through improved energy performance.

Before a final planning application is submitted, residents are being given the opportunity to view and comment on the proposals as part of a Pre-Application Consultation process. The consultation is currently open and will close on Thursday, 12 March 2026.

The consultation allows members of the public to review the draft plans and share feedback before a formal planning application is lodged in Spring 2026. This stage is designed to encourage transparency and community involvement in shaping the future of the site.

Councillor Rhys Thomas, Denbighshire County Council’s Cabinet Lead Member for Housing and Communities, welcomed the progress.

He said the authority has wanted to see the site brought back into use for some time and expressed his satisfaction that, through partnership working with Wales & West Housing, there is now a clear prospect of high-quality new homes being delivered.

Emma Hancock, Land and Partnerships Manager for North Wales at Wales & West Housing, also highlighted the importance of collaboration in making the project possible. She confirmed that a planning application for the new affordable housing development will be submitted later this Spring.

The redevelopment of Maes Emlyn represents more than just new buildings. It signals a commitment to reinvesting in existing community spaces and addressing housing demand in Rhyl.

Affordable homes for social rent provide stability for individuals and families, helping to support employment, education and wellbeing. Developments such as this are seen as a crucial part of the wider strategy to strengthen communities and ensure local people can continue to live within the area.

If approved, the project will transform a vacant former council site into a modern housing development designed to serve Rhyl residents for years to come.
